How do I get it?
STEP 1: GET UNREAL ENGINE 4!
Seriously. You MUSt sign up for Unreal Engine 4 at www.unrealengine.com
It's free. Really!
Why? The toolkit is full of Epic developed content and you must agree to the terms of the Unreal Engine EULA before using any of it.
Step 2: Log into the forums at forums.unrealengine.com and head to https://forums.unrealengine.com/unreal-engine/announcements-and-releases/asset-sharing/1417286-game-jam-toolkit
There are detailed instructions on the forum page and additional training content will be forthcoming!

Hey Tom, I followed your instructions on the epic game forum on how to install the content you provided to an existing project but all the materials seem to lose their texture references and the material functions as well.

Interesting. Make sure you're putting the GameJamKit folder directly in the root of your Content folder (MyGame/Content/GameJamKit). If you want to move things to a new location in your Project folder, move it using the Content Browser in the Engine. That way UE4 can update the references.
